Asia Rugby Appoints Five Regional Advisors to Strengthen Sub-Regional Engagement

Asia Rugby is pleased to announce the official appointment of five Regional Advisors to the President of Asia Rugby. This significant development is part of the organisation’s strategic effort to deepen engagement with its member unions and enhance the implementation of rugby development initiatives across Asia’s five sub-regions.

The newly appointed Regional Advisors will serve as strategic liaisons between the Asia Rugby President and national unions, supporting regional growth, promoting development programmes, and advancing cross-border rugby competitions.

The Regional Advisors are as follows:
• West Asia – Mr. Rabie Al Masri (Palestine)
• South East Asia – Mr. Amir Amri (Malaysia)
• Central Asia – Mr. Nurlan Balbarakov (Kazakhstan)
• East Asia – Mr. Donald Shaw (Macau)
• South Asia – Mr. Nalin De Silva (Sri Lanka)

Asia Rugby President Mr. Qais Al Dhalai said:
“This is a defining step in our efforts to localise our governance model while remaining united under the Asia Rugby umbrella. These Advisors bring deep insight, trusted relationships, and a passion for our game. The introduction of these roles aligns with Asia Rugby’s upcoming 2025–2028 strategic plan and is anticipated to significantly strengthen regional communication and strategic coordination, and the delivery of high-impact rugby initiatives across the continent. I am confident they will strengthen our presence and responsiveness in each sub-region.”

Each Regional Advisor shared their reflections on the appointment:

Mr. Rabie Al Masri (West Asia)
“It is an honour to represent the dynamic West Asia region. Rugby has the power to unite communities, and I look forward to working with our unions to foster inclusive growth, regional competitions, and talent development.”

Mr. Amir Amri (South East Asia)
“South East Asia is rich in potential and enthusiasm for rugby. I am excited to support emerging unions, encourage collaboration, and help align local development efforts with Asia Rugby’s broader vision.”

Mr. Nurlan Balbarakov (Central Asia)
“This appointment is a great privilege. Central Asia has made great strides in rugby, and I am committed to deepening regional ties and accelerating progress by building bridges between our unions and Asia Rugby.”

Mr. Donald Shaw (East Asia)
“East Asia has a unique rugby culture and strong foundations. My focus will be on fostering a collaborative approach to developing the game in East Asia”

Mr. Nalin De Silva (South Asia)
“Rugby is growing rapidly across South Asia. I am humbled to contribute to this momentum and will strive to represent the voices and aspirations of our unions with commitment and energy.”
The introduction of these is expected to greatly enhance regional communication, strategic alignment, and the delivery of high-impact rugby initiatives across the continent.
