Membership requirements, supporting documents, and the rights and
responsibilities of Associate Members.

Membership Requirements
1. General Membership Conditions
Unions must be within the approved ARFU jurisdiction or have been
granted special consent by World Rugby.
2. Country Status
The country must meet either of the following conditions:
- Be a member of the United Nations; or
- Have a National Olympic Committee recognised by the
International Olympic Committee.
3. Union Status Confirmation
The union must be recognised by ARFU as the national governing
body for rugby, with recognition from one of the following:
- The National Olympic Committee;
- The Sports Council; or
- The Ministry of Sports of the respective country.
Supporting documents listed:
- A letter from the governing body on its official letterhead.
- A letter from the National Olympic Committee on its official letterhead.
4. Application Submission
The application must include a comprehensive description of:
- The current state of rugby in the country; and
- The union’s future development strategy.
5. Evidence of Activity
Provide information on:
- Number of players across all age categories;
- Number of clubs;
- Number of referees and officials;
- Organisation and delivery of competitions, championships and tournaments;
- Competition results; and
- International exchanges and participation.
6. Organisational Structure
Provide the following documents and information:
- The union’s constitution;
- Organisational structure;
- Committee composition;
- Judicial statutes;
- Operating and affiliation procedures; and
- Current financial and budgetary statements.
7. Financial Information
- A detailed analysis of the union’s requirements; and
- A provisional budget.
8. Player Insurance
Provide a description of insurance arrangements for registered
players, where applicable.
9. Declarations and Policies
- A declaration against discrimination on the grounds of race,
colour, national or social origin, age, religion, caste,
disability, political or other opinions, sexual orientation,
gender identity, gender expression, or other statuses. - A commitment to abide by the ARFU Articles and Regulations,
including current and future amendments. - A safeguarding policy for union members.
10. Additional Information
Provide any other information requested by ARFU.
Associate Membership
11. Associate Member Rights
- Financial assistance to attend ARFU meetings;
- The right to participate in ARFU competitions and receive
corresponding funding; - The right to apply for ARFU Development Grants; and
- Attendance at ARFU Council and Annual General Meetings.
12. Associate Member Obligations
Minimum Key Performance Indicators (KPIs)
- Attend at least one ARFU Council meeting each year;
- Provide annual evidence of continued or increased rugby activity;
- Develop an agreed strategic plan or roadmap within
36 months, with ARFU assistance and consistent
with ARFU’s strategic plan; - Provide periodic progress reports;
- Implement programmes for governance, administration and the
promotion of rugby in clubs, schools and communities; and - Provide general meeting minutes and financial statements
upon request.
Additional Conditions
13. KPI Review and Compliance
- ARFU may amend, supplement, replace or introduce new KPIs
at its discretion. - ARFU has the right to request evidence of KPI compliance
and conduct audits. - Non-compliance with KPIs may lead to suspension or annulment
of membership.
