POSITION SPECIFICATION

The Role:
Reporting to the Asia Rugby Competitions Managers and taking direction from the Asia Rugby (AR) Referees Committee and the Judiciary Committee. The candidate will have direct responsibility for managing match official matters and work closely the various committees, panels, and unions. The function of the role is, but not limited to:
Management/Administrative Role at and for competitions
- Serve as the Match Officials Manager at AR events/activities.
- Organising all Match Officials related logistics of any approved events/activities related to the role.
- Develop and maintain a database of Match Officials, Coach of Match officials, Performance Reviewers and Citing Commissioners.
- Overseeing budget spends are within the approved budget/s.
- Manage the Match Officials nominations process
- Early and timely selection process and appointments of Match Officials and CMOs (and TMO’s where relevant) to all AR events and, where appropriate, to World Rugby & Multi- Sport Games events.
- Ensuring that all AR appointees are properly attired in AR MO kit.
- Support the Match Official Performance Panel Coach in preparing clips of play to be used for referee feedback / briefings as appropriate.
- Manage and appoint Performance Reviewers (PRs)
- Support with the implementation and maintenance of a performance review data capturing system.
- Support with the establishment and maintenance of a database of performance reviews that were conducted by Performance Reviewers.
Communication
- Identify Union, sub-regional and regional needs through continuous communication with unions.
- Establish and maintain a database of union MO contacts.
- Working with interested parties, encourage referees’ home unions to provide adequate CMO support and any follow up action required.
- Dealing with feedback reports and liaising with team coaches/management on refereeing and law matters.
- Attendance at and input to meetings of the Asia Rugby Referees and Judiciary Committees and Asia Rugby EXCO and Council meetings.
- Ensuring that all relevant stakeholders are involved in the QA process and providing QC on outcomes.
Match Official Development / T&E
- Assist Unions in developing male and female MO’s and MO Trainers and Educators.
- Arrange and oversee/undertake/host on-line courses and on-line discussions with AR Unions MO Officers/Managers related to MO elements and the Laws on at least a quarterly basis.
- Organise quarterly online Law discussion sessions, to be led by the Match Official Performance Panel Coach, for coaches and MOs.
- Managing the Talent Optimisation (TO) process in conjunction with the Match Official Performance Panel Coach, using relevant technology, pre, during and post matches/tournaments, to encourage Match Officials to critically analyse their own performance; set appropriate goals and design and implement an action plan to continuously improve with the objective of working toward HP (for MO’s to be eligible for AR elite competition appointments).
- Liaising with member unions to Talent Identify (TI) Match Officials (MOs) and Coaches of Match Officials (CMOs) for AR’s Panels, who are deemed capable of attaining or excelling required AR MO standards, thus ensuring that a pipeline of competent personnel and support services are available for AR competitions.
Committee support
Act as leading consultant serving the Asia Rugby Referees Committee and the Judiciary Committee.
The Ideal Candidate
Education: Ideally tertiary level, but this should not deter candidates with the relevant experience and World Rugby qualifications from applying, such as with appropriate World Rugby Match Officiating qualifications to a minimum standard of Level 2 and current or recent World Rugby Match Official Trainer or Educator certification.
Experience, Attributes and Additional Functions of the Role:
- Ability to provide services and support to the AR Competitions, Development and T&E Contractors.
- Provide the support services required before/during and after tournaments/events. Ability to provide services and support to the AR Referee’s Committee, and AR’s Performance Panel Referees and CMO-PRs.
- Ability to provide services and support to the AR Referee’s Committee, and AR’s Performance Panel Referees and CMO-PRs.
- Of paramount importance is knowledge and experience of international rugby match officiating processes.
- An up-to-date knowledge of World Rugby practice and procedures in international 15’s and 7’s.
- First class presentation skills with the ability to present at all levels.
- Computer skills and ability to use appropriate technology (including match official appointments systems and TO resources).
- Significant personal credibility to manage Match Officials and deal with participating unions/team management at AR events.
Legal status:
The successful candidate will provide his /her services as a contractor and will be required to have a company / legal entity registered in his / her country of residence / operation.
Contract period:
The initial contract is for 12 months, which shall be reviewed after 6 months to ensure effectiveness.
Location:
Ideally resident in or based out of an Asia Rugby country airline hub city.
Languages:
Competent in written and spoken English; spoken and written functional level in other Asian language(s) would be an advantage.
