The Role:
Reporting to the Asia Rugby Competitions and Match Official Managers and taking direction from the Asia Rugby (AR) Referees Committee, the candidate will have direct responsibility for the coaching and performance reviewing of all Asia Rugby Performance Panel Match Officials and establishing and maintaining a Match Officials review platform. The function of the role is, but not limited to:
Reviewing
- Reviewing of all Asia Rugby Performance Panel Match Officials and selected Emerging Talent Officials.
- Develop new performance structures for the Match Officials. Maintain performance reports for the Performance and Emerging Talent Panel Match Officials.
- Preparing clips of play to be used for referee feedback / briefings as appropriate.
- Dealing with feedback reports and liaising with Teams’ coaches/management on refereeing and law matters when required.
- Managing the Talent Optimisation (TO) process, using relevant technology, pre-, during and post matches/tournaments, to encourage Match Officials to critically analyse their own performance; set appropriate goals and design and implement an action plan to continuously improve with the objective of working toward HP (for MO’s to be eligible for AR elite competition appointments).
- Introduce systematic and current training & development for the Match Officials.
Supporting Match Officials Manager
- Provide input and assist the Selections and Appointments Panel and the Referees Committee in selecting & appointing Match Officials for Asia Rugby Competitions, Asian Games and Olympic Games Qualifiers.
- Support the Match Officials Manager at certain Asia Rugby Competitions where feasible.
- In cooperation with the Match Officials Manager, organise and lead quarterly online Law discussion sessions for coaches and MOs.
- Arrange and oversee/undertake/host on-line courses and on-line discussions with AR Unions MO Officers/Managers related to MO elements and the Laws on at least a quarterly basis.
The Ideal Candidate:
Education: Ideally tertiary level, but this should not deter candidates with the relevant experience and World Rugby qualifications from applying, such as with appropriate World Rugby Match Officiating qualifications to a minimum standard of Level 2 and current or recent World Rugby Match Official Trainer or Educator certification.
Experience, Attributes and Additional Functions of the Role:
- Of paramount importance is knowledge and experience of international rugby match officiating processes.
- An up-to-date knowledge of World Rugby practice and procedures in international 15’s and 7’s.
- Ability to provide services and support to the AR Referee’s Committee, and AR’s Performance Panel Referees and CMO-PRs.
- Ability to provide services and support to the AR Competitions, Development and T&E Contractors.
- Provide the support services required before/during and after tournaments/events.
- First class presentation skills with the ability to present at all levels.
- Computer skills and ability to use appropriate technology (including match official appointments systems and TO resources).
- Significant personal credibility to manage Match Officials and deal with participating unions/team management at AR events.
Legal status:
The successful candidate will provide his /her services as a part-time contractor.
Contract period:
The initial contract is for 12 months, which shall be reviewed after 6 months to ensure effectiveness.
Location:
Ideally resident in or based out of an Asia Rugby country airline hub city.
Languages:
Competent in written and spoken English; spoken and written functional level in other Asian language(s) would be an advantage.
